Facilities

The Court of Justice, in partnership with local governments maintains and operates approximately 300 court facilities in Kentucky's 120 counties. Many counties have multiple court locations that provide services to the citizens of the Commonwealth.

The number of facilities is constantly increasing, as the Court of Justice expands services and provides new programs for the public. The Court Facilities Department has the responsibility to work with local governments to adapt, modify or replace these facilities to meet the judicial needs of the citizens who use them and the staff who work in them.

Staff

The Court Facilities Department operates with a staff of 49 who offer the following services:

  • Warehouse shipping / receiving / inventory - 8 staff 
  • Furniture deliveries / office moves - 6 staff 
  • Video / telecommunications / security equipment - 16 staff
  • Design / Cad technician - 1 staff
  • Project managers - 7 staff
  • HVAC specialist - 1 staff
  • Staff architect / interior design - 2 staff
  • OSHA/ADA compliance - 1 staff
  • Finance/accounting - 2 staff
  • Management/ administrative - 5 staff
Duties and Responsibilities

Mission: Administer and provide equity and dignity to all new Court Facilities and, to the greatest extent practicable, protect and preserve existing Court Facilities.

  • Responsibilities:
    Design, construct, maintain, and operate "Permanent" Judicial Centers.
  • Anticipate growth and future needs,
  • Design, construct and maintain facilities with the ability to respond effectively and economically to growth and change,
  • Focus expenditures on features of value and features which minimize operation, maintenance, and repair costs,
  • Facilitate "state of the art" information and communications technologies with expandable and adaptable infrastructures.


Mandates of House Bill 734

  • Required guidelines for design, financing, and construction of Court Facilities.
  • Required the assessment of Court Project needs and project programs, which include cost estimates.
  • Required the development of a prioritized list of proposed facilities.
  • Required the Court of Justice to develop and maintain uniform contracts.
  • Required the evaluation of Local Agency's financial condition.
  • Defines "Use Allowance" for the Court of Justice's share of costs.
  • Required recommendation of 20-year bond terms.
  • Provided Legislative oversight of the Court Facility Use Allowance Contingency Fund.

Requires quarterly status reports to the Capital Project and Bond Oversight Committee on all outstanding Court of Justice projects.

Garlan Vanhook


Garlan Vanhook, general manager of facilities at the Administrative Office of the Courts was recently interviewed by Charlie Pearl, The State Journal Staff Writer.
